The research, written by consultants Policis and charity ToynbeeHall, studied the experiences of people in the UK aged over 80, or who had cognitive, physical or sensory impairments.
Like Clement Attlee, he worked after university at ToynbeeHall, a university foundation in London's East End, where he was able to see the wretchedness of the poor at first hand and to be shocked by it.
